The evaluation says that given the “novel nature” of the scheme, “we could count on future (Migration and Financial Growth Partnership) circumstances to draw important consideration from MPs, and responders could also be overwhelmed by circumstances, inflicting a delay or elimination to be cancelled pending a response.”
