The city will hit the streets — Scarth Street, in particular — to gather feedback on what people envision for the future of F.W. Hill Mall.
Commonly referred to as Scarth Street Mall, the area between 11th Avenue and 12 Avenue has been closed to vehicular traffic for the past 50 years.
Starting this Saturday at the I Love Regina Day event in Victoria Park, the Scarth Street Mall revitalization project team will begin its second round of public consultation, states a City of Regina news release.

The project team will ask attendees about how they want to “use and experience the space in the overall context of Regina’s downtown,” notes the release.
The project team also plans to send out invitations for consultation sessions to area businesses owners, residents and community partners, set up information stands at other events — and, until the end of September, gather feedback online at regina.ca/scarth.
The city, which is also researching how other municipalities use similar spaces, says this will give residents “more chances to learn about the project and share their ideas,” and notes an objective of this next feedback phase to be refining “the vision and design of this important downtown space.”
A conceptual design is set to be presented in spring 2025.
The Scarth Street Mall was flagged for revitalization in late 2022 due to aging above and below ground infrastructure. This prompted the city to also consider updating the street’s use and esthetic elements and once again open it up to cars.
Construction on Scarth Street was originally set to begin in 2024 but has been paused until 2027 to allow for broader public feedback, the first round of which showed overwhelming support to keep the walkable, cobblestone as it is now: for pedestrians.
