The Chief Minister’s Universal Life Insurance Scheme (CMLIS) is applicable to all households or families within the State of Nagaland who are indigenous inhabitants and/or Permanent Residents, the State Government elucidated on Tuesday.
In a written reply to a question in the ongoing 5th Session of the 14th Nagaland Legislative Assembly, Chief Minister and Minister-in-Charge of Finance, Neiphiu Rio, stated that the scheme will also cover government employees, including those working outside Nagaland in establishments such as state houses, emporiums, etc.
Work-charged and casual employees under the State Government are also eligible under this scheme, he added.
Further, all accredited journalists working in Nagaland will be covered under the scheme.
One breadwinner per household can avail of life insurance, while the breadwinner, along with additional family members, is provided with accidental insurance coverage.
The CMLIS, first announced during the State Budget 2024-25 on February 27, 2024, was officially launched by CM Rio on August 15 during the 78th Independence Day of India at Civil Secretariat Plaza, Kohima.
The age criteria for availing accidental insurance are 18 to 70 years, while for life insurance it is 18-50 for the general population and 18-60 for government servants.
Rationale for Rs 15 cr allocation
Meanwhile, MLA Kuzholuzo Nienu also asked for clarification on the rationale for the allocation of Rs 15 crore for CMLIS and Rio informed that the amount was calculated by “arriving at the premium needed for covering 2.5 lakh households in the State.”
The premium amount per family is calculated based on the premium set by the Government of India for PMJJBY Life Insurance at Rs 436 per person and Accidental Insurance for PMSBY (Pradhan Mantri Suraksha Bima Yojana) at Rs 20 per person as per the guidelines and age criteria, he said.
The insurance premium for each household is thus calculated for providing life insurance coverage for the breadwinner per family and accidental insurance coverage for 4 members of the family, he added.
As per CM Rio, the current allocation of funds is expected to cover a total of 2.5 lakh households in the State, with premium and 18% GST on the premium.
The number of 2.5 lakh households was arrived at by evaluating the number of CMHIS household registrations and PMJAY registrations, excluding families with no adult member in the age group 18-50, and might be revised depending on applications received from the public for registering under this Scheme, he said.
Meanwhile, Tata AIG GIC Ltd, designated as Lead General Insurer for the State of Nagaland by the Insurance Regulatory and Development Authority of India, is providing the coverage under the CMLIS.

Life Insurance coverage of Rs 2 lakh on the demise of the breadwinner due to any cause.
In the scheme, the breadwinner can be any earning member of the family as per the age criteria and is voluntarily designated by the family while registering for the scheme.
Wherever the household has a government servant among family members, the government servant by default becomes the breadwinner.
Further, CMLIS has accidental insurance coverage of Rs 2 lakh each for the breadwinner and 3 other family members, covering both disability and death. There is an insured sum of Rs 2 lakh per beneficiary in case of accidental death.
In addition, there is a provision for Rs 2 lakh for total and irrecoverable loss of both eyes and loss of use of both hands and feet. For irrecoverable loss of sight of one eye, or loss of use of one hand or foot, the coverage is Rs 1 lakh.
This coverage will be for one year starting from the date when beneficiary data is handed over to the insurance agency, tentatively from October 1, 2024, the reply added.
