NDIS Minister Bill Shorten appears to have accidentally ruled out changes to negative gearing or capital gains tax before the next election before backtracking during a breakfast TV interview this morning.
Speaking on Nine’s Today program with Opposition Leader Peter Dutton, the Liberal leader jokingly accused Shorten of giving his 2019 policy to Prime Minister Anthony Albanese.
“I think Billy has, I think he’s slipped the policy under the prime minister’s door, the PM’s woken up and he’s brushed it off and he thought, Bill was hopeless in 2019 and he could pull it off,” Dutton said.

Host Karl Stefanovic asked Shorten if he would rule out negative gearing changes to make it clear. In response, the NDIS minister appeared to stumble over his words.
“I’m absolutely unaware and sure that we’re not taking the policy to the next election, the PM’s already ruled – made it very clear,” Shorten said.
Stefanovic reminded Shorten that Albanese has not ruled it out and has “just said he’s got no plans”, prompting the NDIS minister to reiterate that his party’s focus is on supply.
Asked again if the policy could be ruled out, Shorten adjusted his wording.
“Yeah, I’m very sure we’re not taking our 2019 policies to the 2025 election, there you go,” Shorten said.
