High concentrations of fine particulate matter from Detroit were expected to affect the region, especially near the border.
Officials said air quality should improve throughout the afternoon.

The ministry report studied data for 2011 from air monitoring equipment stationed in dozens of Ontario cities.
Windsor led the province in one-hour exceedances for smog-causing ozone with 42 days, according to the report. Port Stanley had 30, but no other municipality studied was above 20.
But average levels of ozone in Windsor improved by 11 per cent since 2003, the report said.
